- Castlemere Developments Limited applies for outline permission to build up to 82 dwellings on the 4.9-hectare former Burhill Kennels site in Hersham.
- All existing buildings on the site, totalling 1,654 sq m of non-residential floorspace, would be demolished, and nine full-time jobs would be lost.
- Of the 82 homes proposed, 41 would be market housing and 41 social, affordable, or intermediate rent units.
- Only access is to be determined at outline stage; appearance, landscaping, layout, and scale are reserved matters.
- The site carries potential contamination risks given its history of commercial use, and protected species are considered likely to be present on or nearby.

An outline planning application has been submitted to Elmbridge Borough Council seeking permission to build up to 82 dwellings on the site of Burhill Kennels, Turners Lane, Hersham, following demolition of all existing buildings on the 4.9-hectare plot.

The proposal, submitted by Castlemere Developments Limited of Windsor through planning agents Woolf Bond Planning, covers a site currently in mixed use, including greyhound kennels and runs, two vehicle repair businesses, a static caravan, and paddock land. All existing structures, amounting to 1,654 square metres of non-residential floorspace, would be removed, with nine full-time equivalent jobs lost as a result.

Access is the only matter sought for determination at this stage; appearance, landscaping, layout, and scale are all reserved for future application. Vehicular access to the development would be taken from Turners Lane.

Of the 82 proposed dwellings, 41 are designated as market housing — comprising 4 two-bedroom and 31 three-bedroom houses, plus 6 houses with four or more bedrooms. The remaining 41 units are proposed as social, affordable, or intermediate rent, consisting of 28 one-bedroom and 10 two-bedroom flats or maisonettes, alongside 3 houses.

Parking provision would rise from 25 car spaces currently on site to 170, alongside 86 new cycle spaces. The applicant also proposes public open space and landscaping as part of the scheme.

The application indicates the site may be affected by contamination, given its history of commercial uses, and confirms that protected or priority species are reasonably likely to be present on or near the land. Surface water is proposed to be managed via a sustainable drainage system, and foul drainage would connect to the mains sewer.

A biodiversity net gain assessment has been prepared, calculating the pre-development biodiversity value of on-site habitats at 22.64 units as of 8 July 2026.

Pre-application discussions with the council took place, with the earliest recorded meeting in August 2022\. The application was signed and submitted on 4 August 2026.
